That is a borderline order OF Spades because he has AC/QC with AH. It is close out time and S2 has to order on a weak assist hand, and he did not. So he does not have two trump, only hope is for him to have singleton Bower (a long shot). For me, it depends a lot on what S1 is likely to call Next and and lead. Will he lead low trump?
S4 has just as good a chance of a euchre as he does scoring a point.
Being at 9 with your deal next hand and having JD/KD, he just might pass.
With this hand, if the dealer passes Next will for sure be called and 80% chance EUCHRED unless a spade is led (which is very doubtful). If the a diamond is led, S4 can trump then led trump and W/S is in big trouble as S2 will still have one trump sitting behind the maker for a 2nd diamond lead and S4 still has boss cards in hearts and spades (all depends on what S3/S4 plays with the AS buried).
But as the present hand was played, S4 played incorrectly on trick 2 on that Diamond lead, which he MUST trump. But with no hearts at S1, he's euchred any way.

Until I read Irish’s astute analysis of an expert’s S2’s pass, I would have ordered! Without an analysis of S2’s pass, I would rate an S4 order as a small but definite positive EV order.
Reading S2’s pass as having less than 2 trump is very specific to Opponents having 9, but is nearly non-debatable! Then, having a good opportunity to euchre a Next order with ACc & AQh is a powerful argument to pass.
(Whether S1 calls Next and would lead a low trump is over my head).
My takeaway is, if Opponents have 9 and a strong S2 passes, S2 has a weak hand and less than 2 trump. A second takeaway is for me to loosen up another notch if I were S2 and Opponents have 9.
