Honestly there is a lot of ways this could be played at 0-0. No mistake was inherently made here. Although S1 R1 is literally one Queen off suit from going alone. Otherwise, I see no problem bagging here or even calling. Heck, s1 r2 could have passed if they wanted to and it wouldn't have been a horrible pass either.
