Taking Points off the Score?

We had played two complete hands and the third dealer noticed there were only 23 cards in the deck from the start (the 24th card was still in the card box). The score was 2-0. The losing team demanded the game be started over, despite two hands having been played. The other team objected stated there was never an unfair advantage to either team. Is there a standard rule governing how this should be handled? Should we have started the game over with a 0 - 0 score?

In the game of Euchre, it's the dealer's responsibility to ensure there are five cards dealt to each player and 4 in the Stock. No one else has the responsibility to count or enure there are four cards only that they play with five cards. The deal stands as dealt and the hand stands as played when the tricks are quitted and a new deal is dealt.
Once the trump card is turned, the deal stands as dealt (standard rules everywhere). So if those two hands, the card turned the dealer(s) should in fact have forfeited their deals (also a standard rule). But since it was not noticed by anyone, the hand and deals stand as played (also a standard rule).

There is no rule anywhere stating otherwise or that the game or hands should have been voided.

You should have held your ground. Should have asked "how was it an unfair advantage although it would have been nice to have 24 hands dealt? The opposing team had one of those deals and did not notice that there were 3 cards in the Stock - SHAME HIM/HER. Penalties are based on having an Unfair advantage and Responsibilities as played! Ugly!

Defective Pack (deck)

If a pack (meaning the deck) is found to be defective, the deal is void; but all previous deals stand good.

A new deal is required by the same dealer if a card is faced when dealing or faced in the pack or if the pack is defective but such defect (meaning not enough cards in the deck) does not affect previous deals or games. USPCC
