Let's say the upward is ie an average card. What do you need to have at a minimum to order that up? Here are some examples. Assume other cards are junk. Trying to keep this simple.
Minimum to order 1st round 2nd seat

For me it will also depend on how many voids I have. If I have 0 voids depending on score etc I am likely not calling it. I can’t make a decision without knowing my junk cards. That being said if I have at least one void I would likely call the Right 10. The others likely a pass depending on situation.

Also depends on the score and how good your partner is. For instance, if I'm your partner and I'm holding left and a side ace, I'd probably order up the king myself. If you've got one of those random internet partners that won't order up without having a loner though, your choice becomes a little more complicated.

I agree not enough information here there would be multiple ways handle these situations and play would be affected as well.

Assume neutral score. 3-3. Average partner. Junk side cards.

Ok so at 3-3 with an average partner. Here's what I would do with the king of hearts upward to dealer.
1st scenario order.
2nd scenario, pass.
3rd scenario, pass.
4th scenario, pass.
It changes significantly if it a jack of hearts though.
